Before Tellytubbies and their ilk,there existed in a the far off land of Japan a show called Kure Kure Takora (Gimmi Gimmi Octopus,apparently...) and Lo, it was genius as you can see from the clip below. I would seriously recommend that you check out as many episodes as you can before some fool takes them down!
I also think that the Sony psp game Loco Roco was heavily influenced by this, at the very least by the sound.
